American drivers face higher fuel costs despite a new energy arrangement between Washington and Moscow. The national average price for a gallon of diesel reached $6.35 on October 28. This figure is seven cents higher than the $6.28 average recorded when President Donald Trump announced the deal.
Trump outlined the supply plan in a post on October 9. He stated that Russia would deliver more than 300,000 tonnes of diesel to US and global markets in October. He projected a further 500,000 tonnes for November and an additional one million tonnes immediately following that month.
Industry analysts question whether these shipments will lower current market rates. Experts point to the degraded state of Russian refineries and existing export restrictions as potential obstacles. They argue that Moscow may struggle to meet the promised delivery volumes.
The pledged amounts represent a small fraction of global demand. October deliveries equate to just over 100,000 barrels per day. November shipments would total about 125,000 barrels per day. In 2025, Russia exported approximately 800,000 barrels per day.
Logistics are already underway. A tanker carrying 40,000 tonnes of Russian diesel departed for New York on October 22. The vessel is scheduled to arrive on November 7. Two additional tankers have joined this arrangement since the initial departure.
One of the three vessels operating under this deal is subject to sanctions from the European Union, the United Kingdom, and Canada.
