The European Commission released its annual enlargement package on November 4, evaluating the progress of ten candidate nations. The report placed Ukraine in the top tier of countries showing the most advancement. Despite this standing, Brussels chose not to forecast specific dates for the final accession of Ukraine or most other candidates.

The Commission set a signing date for only one country in this group. Montenegro is scheduled to sign its accession treaty in June 2027. No such timeline was provided for the other applicants, including Ukraine. This deliberate ambiguity stems from internal signals from EU member states regarding the pace of Kyiv's reforms.

Member states urged the Commission to keep the timeline open to allow Ukraine to accelerate its efforts. The report notes that Ukraine currently trails Moldova in its readiness. Officials considered it politically incorrect to suggest Moldova would join the bloc before Ukraine. They viewed such a timeline as unwise given the EU's desire to demonstrate commitment to Kyiv.

The Commission agreed to this approach to avoid signaling that Moldova is ahead in the process. The strategy allows the EU to show its intent to bring Ukraine into the current enlargement wave if reforms pick up speed. The document highlights that this flexibility is a key part of the 2027 outlook for the region.

The annual package assessed ten candidate countries in total. Ukraine received an improved evaluation, particularly in the area of anti-corruption measures. The report indicated that this progress occurred despite the actions of local authorities rather than because of them. This distinction underscores the complex nature of the current reform efforts in Kyiv.
